A staging pass is not authorization

Passing tests or a review gate in staging is not permission for an AI agent to act in production. Production AI needs a named capability on the live mounted corpus before every side effect — not “it passed staging.”

A staging pass is how teams prove a build behaves on a non-production corpus. Green suites, approved PRs, and a signed QA checklist mean the candidate looked safe in a controlled environment. They do not mean an agent was authorized to write to a live case file, close an open claim, or call a tool that changes a customer’s account. When counsel or an owner asks why the system acted in production, “it passed staging” is not a receipt. The staging pass proved something worked elsewhere. It did not bind a capability to the live Knowledge Image at the moment of the effect.

What a control actually is

A control decides whether an action may happen, with which tool, on which knowledge, under which conditions. You can say which capability record was live, which Knowledge Image was mounted, whether the target was in scope, and whether the run was allowed to act before the effect. Someone else can reopen the same boundary later. If access must change, you revoke the capability — you do not promote yesterday’s staging sign-off and hope it still means something on today’s production corpus.

A staging gate is a pre-production quality check for whether a candidate may leave the lab. Useful when the business needs evidence that the workflow behaved on representative material. It does not prove the agent was authorized on the production corpus, that a revoked capability stayed unavailable, or that a different policy version would refuse the same action. Treating “it passed staging” as production clearance only moves the liability from permission to test plumbing.

Why buyers mix them up

Vendors sell “production-ready agents” that “already passed staging.” Demos look serious when the CI is green and the review board stamped the release. Operators see “we only ship after staging” and stop asking who granted the write on the live system. When SIU, fraud review, or a security owner asks why the system updated that account after a lab-only pass, “it passed staging” is not an answer you can replay against the run.

You need a portable unit of knowledge — a Knowledge Image you can hash, pin, and mount — plus a runtime that fails closed when the capability record is missing, stale, or revoked. Staging stays where quality belongs. It does not replace ownership of the corpus or the permission boundary on production. Each production side effect must pass its own capability check. A staging pass does not expand what the agent may do in live.
